The City of Palo Alto adopted a new policy in which people who overuse water can face fines of up to $100 a day.  The new policy will involve a four step process. The first two violations will give the home either a letter or door hanger describing the water usage. The third violation will be a letter describing the fines and the at the fourth violation, the fines will be executed, according to the City Council.

Palo Alto High School students have opinions on whether this process will be helpful or hurtful. Hover over the dots on the photo for student opinions.
